The original conception of ghosts is that of disembodied souls who wander the earth due to unfinished business. As such, they are pretty scary. But they are specters, meaning they have no corporeal form. They can't lift a finger to actually do anything to us, so why are we scared of them? Yeah, yeah, I know- a ghost's abilities are defined by the needs of a ghost story's plot.
